Hey,
Seeing as you're new to designing it's a good start. I may suggest making it a little more detailed as it is just basically a square with a few icons floating around, try to create a nice navigation bar to brake up the content a little.
You will also want to work on the font in the header, make it look a little more "alive" can be done by adding a gradient with some blending options. Just test a few Photoshop features and see what you can come up with
But good start.

in terms of a design, its nice.. everything makes sense. but its not too pretty ?
Remember engineers design blueprints for cars for example, artists make them look good. you need to be both!

As already mention it has to be more than just a box like that, the site kinda bores me.
Also the content is placed strangely, I'm mainly thinking about the "webdesign and development" and "graphic design", they aren't centered or alligned to anything, they're just placed pretty random it seems.
Also I was wondering, did you make the icons / background "strokes" (or what you can call them) yourself?

Green is my favorite colour. 
When I first looked at this layout, I thought that maybe there is too much space at the top between the header name and the light green table where the content is gong to be. Just wondering, if that is a tabled design?
Also, could be interesting if you could make the content portion a bit more 'transparent', or something along those lines.

Kind of off topic:
I feel i should make a rant on this one. This is because you are setting up a website design & development site when you are still unsure on doing it yourself. So many times I have seen people post a box with somebody elses icons and wallpaper and call that a design.

Second one is better than the first BUT its not all your design. You should sit back, start from scratch and TAKE YOUR TIME. Rome wasn't built in a day and it is the same with website design. Think up a nicle little logo for your site and go from there.
